No. Users are unlimited on every plan, and so are workflows. You are charged for the work the platform executes, not for how many colleagues, partners or agents take part in it.
One step of a process being carried out: a task assigned, a system called, a rule evaluated. It is the unit the plans are sized in, so the price follows the volume of work rather than the size of the team.
